ICAEA’s Test Design Guidelines: Facilitating the Standardization of Aviation English Tests


After the introduction of the ICAO Language Proficiency Requirements in 2008, many tests have been implemented worldwide. Although all these tests are based on the same rating scale, large differences exist in terms of test construct and what the tests assess. This raises serious doubts about equivalence in test outcomes, affecting test-taker perceptions, trust and quality, undermining the aims of the ICAO LPRs. This session will look at what the International Civil Aviation English Association (ICAEA) has done to try to address these disparities by developing a set of Test Design Guidelines.

Presenter

Michael Kay is the current president of the International Civil Aviation English Association (ICAEA). He has worked in Aviation English for 26 years in the areas of LPR test design, development and implementation, and curriculum design and delivery. He has an MA in Applied Linguistics focused on Language Testing and has worked at Aeronautical Radio of Thailand since 2011 in program and curriculum development and training support for the Thai ANSP.
