Hi,
I'm not Chadia, but I can say that "OER" usually stands for "Open
Educational Resource".
Some people use "open" in the sense of "available". Others use "open" to
refer to materials licensed under a Creative Commons or similar license.
These licenses allow users to do things like modify or redistribute the
material. Personally, I am in the second group. The "available" meaning
technically means that anything on the internet that you could use for
education is "open". That doesn't seem a useful definition, in my
opinion.
